Soflabs delivers its extensive expertise of IT Systems Quality Assurance (QA) combined with excellent communication skills to the Polish Public Health Services. Soflab is a market leader in testing and quality assurance services in Poland. It provides its proprietary Soflab TESt Methodologies that are based on years of experience in the industry. Their approach is not limited to testing activities as it includes planning and implementation of the entire testing process according to clients\u2019 requirements.<\/p>\n
It is due to these experiences and competencies that Soflab has had the opportunity to cooperate closely with the Public Health Services e-Health Center on the implementation of a large-scale innovative project.<\/p>\n
E-health is a centralised IT system that enables the implementation of health services using a digital platform. This is available to entities providing healthcare services and end-users. The design, build and implementation of this system was tasked to the e-Health Centre, a state entity reporting to the Ministry of Health. The project was co-financed in partnership with the European Union under the aegis of the P1 project.
The first results in 2019, delivered the e-Prescription solution followed by the e-Referral solution introduced in 2020. Both of these solutions are being used by millions of citizens on a daily basis. However, e-services are not the only function as its other focus is to collect, process, analyse and share information on the health services provided by the state. This also includes all medical documentation prepared during the provision of these services (Electronic Medical Documentation – EDM).<\/p>\n
The platform plays a critical role as it facilitates the supervision of the health care system and provides relevant data analyses. It provides the infrastructure for the functioning of medical entities, and enables patients to access information about their history and course of treatment through the Online Patient Account (IKP). The introduction of this platform has enabled the effective functioning of the health service and has accelerated the provision of medical services.<\/p>\n
It has also facilitated the efficient access to medical documentation for all service users requiring access to such information while substantially reducing the cost of medical services provision to the country.<\/p>\n
The e-health project was implemented by several development teams selected from multiple companies that provided software for individual system components. The scope of work included numerous internally connected subsystems and modules, responsible for data verification and collection, operation of registers, providing a graphical interface to end users in addition to subsystems beyond the implemented project arena.<\/p>\n
The E-health platform also accommodates a data warehouse for analyses, statistics, reports, monitoring, fraud detection and administrative systems. They store account data, personal information, notification systems, applications (my IKP, office.gov.pl) and is connected through the service bus.<\/p>\n

The Soflab team commenced operations on the project in January 2018. The requirement was to verify the quality of code provided by the development companies in terms of functionality and performance. Ensuring the efficient operation of the system required conducting acceptance tests in the production process. For Main Releases 9,000 test cases had to be completed in three weeks, with Partial Releases requiring 5,000 test cases in a week and a half for implementation.<\/p>\n
The project assumed the implementation of functionalities, so it was necessary to demonstrate the highest operational standards. This was combined with the ability to act efficiently, and precisely while paying attention to detail while managing an exceptionally large number of test cases in very tight time frame.<\/p>\n
Soflab developed a common approach to the testing processes in conjunction with the various development teams and the client. We selected the most appropriate tools to support the testing regime and established communication structures to achieve transparent and seamless interfaces with all service delivery organisations involved in the project. This was particularly important so that all teams involved in the project had a similar vision of the goals that needed to be achieved.<\/p>\n
From the beginning, it was obvious of the need to build processes together that allow the teams to clearly define:<\/p>\n
To ensure the coordination of the various development teams, Soflab launched a common tool for communication and test process management by using Open-Source solutions. This was in addition to the Jira platform already being used by the e-Health Center application by adapting it to reporting and fixing errors, which avoided the client needing to implement new tools.<\/p>\n
During the first year of the project Soflab migrated subcontractors from TestLink to one common tool being Xray (Jira plugin). This provided a free, current preview for the constructed test scope at the stage of creating Stories. At the stage of development testing, it created a repository of Test Cases common to all. It allowed a preview of the current status of tests at all levels, combining bug reports with Test Cases, automatic status updates in Test Cases and daily reporting of test statuses.<\/p>\n
For Soflab the organisational framework for testing processes developed inhouse includes methodologies and standards, which allows it to successfully deal with large scale projects of strategic importance. The Soflab TESt Approach methodology takes into account all the recommendations resulting from ISO\/IEC\/IEEE 29119 standards.<\/p>\n
This project would not have been possible without the trust and significant cooperation with the e-Health Center. Soflab received excellent support from the CeZ Test Department Manager Mr. Rafa\u0142 Cebera who managed the cooperation between the test and development teams. Rafal emphasisesd the importance of Soflab to the development of the e-health system stating: \u201cSoflab has been interacting with us since the first e-service was implemented being the e-Prescription, then e-Referral, Medical Events, and the Internet Patient Account (IKP).\u201d<\/p>\n

The e-health system is currently being further developed and improved on so that it can continue to respond to the current needs of the public health service. One of the biggest challenges is maintaining the stability of the platform with the implementation of new functionalities. Ensuring the performance of such a system that is continuously growing by millions of records requires regular performance testing.<\/p>\n
For the basic system modules which are involved in the main business processes, performance testing is mandatory before each production implementation. Soflab are currently in the process of preparing a solution to implement a test automation system for our client. This is not only for the e-health platform, but it will also be applicable for all of the other IT projects that will be commissioned going forward.<\/p>\n
In addition, Soflab have been entrusted with the task of conducting an audit in the area of testing in all projects carried out by CeZ. We will be verifying the basic tasks for these projects on an ongoing basis according to the hierarchy of importance established with the management of CeZ. Interestingly, the adoption of Soflab\u2019s approach has resulted in the creation of an individual CeZ Methodology, which will be used in further activities of the Centre.<\/p>\n
The Soflab TESt Approach methodology used in the the e-health system is the quintessence of what has been achieved in the area of testing and quality assurance. The cooperation between Soflab and the e-Health Center has allowed all parties to implement a project of scale and importance for the public health service. Soflab is planning a test process for further strategic projects in the field of digitisation of the public healthcare system in Poland.<\/p>\n
